Luo Chang Wei
Director and Chief Operating Officer
Mr Luo is the Co-founder, Director and Chief Operating Officer (COO) of the Group. Under his leadership, the Group has been growing steadily since its establishment, with turnover increasing from a few hundred thousand to more than S$35 million in 2018.
Mr Luo is a pragmatic but courageous entrepreneur. Besides helming the technical development of the Group, he also leads the strategic and commercial growth of the company, securing deals of more than S$200 million over the past five years. Leveraging on the Group’s experience and established reputation in construction and geotechnical engineering, he plans to bring the company to greater heights by actively participating in China’s Belt and Road Initiative.
Mr Luo started his career as a port structural engineer at China Communications Construction Corporation (CCCC) in Shanghai, laying a strong foundation in the fields of civil, marine and geotechnical engineering. In 1996, he moved to Singapore with an offer from Nanyang Technological University (NTU) to work as a research fellow in School of Civil and Structural Engineering (CSE). In 1997, he joined a Singapore public company, Presscrete Engineering (PE) Pte Ltd, and was deeply involved in many high-profile construction projects in Singapore and around the region. From a design engineer, he rose to take on leadership roles in design, marketing and project management.
Mr Luo graduated from the National University of Defence Technology (NUDT) with a bachelor’s degree in Mechanics Engineering in 1988 and Shanghai Jiao Tong University (SJTU) with a master’s degree in Civil and Structural Engineering in 1991.
